Founded
in 1991, OPNET Technologies Co., Ltd. (OPNET)
specializes in designing, manufacturing and marketing
telecommunication transmission products for access networks and
inter-office networks. OPNET has its headquarter located in the
Science-Based Industrial Park in Hsinchu, Taiwan and branch office
in Shenzhen China. |

Major shareholders of OPNET include
the United Fiber Optics Communications, Chailease Enterprise Ltd.,
China Development Bank, AsiaVest Partners,TCW/YFY Ltd., Chiao Tung
Bank/Universal VC Investment Corp. and the employees. The management
team of the company consists of several senior officers holding
Ph.D. degrees and telecommunications product development experiences
in the USA. The Industry Bureau of the Ministry of Economics, Science
Industry Park Management Bureau and National Science Institute have
awarded and sponsored OPNET many development projects for its technical
superiority and its dedications to innovative products.
The major product lines include digital loop carrier and access
network systems, xDSL systems, and SDH/PDH multiplexers. OPNET's
flagship product, the ULC-1000AN MSAN (Multiple Service Access Network),
has a strong presence in China, Taiwan and many countries in Asia
and Europe, and with more than 3,000,000 subscriber- lines installed
worldwide.

OPNET Research and Development Team  |
| Research and Development department is
the biggest team in the OPNET with manpower equal to 45% of the total
staff of the company. 15% of the R&D personnel hold Ph.D. from
universities in the USA and 50% have acquired Master degrees. In Taiwan,
OPNET has kept the leading role in product innovations among its competitors
and is the first and sole company that has developed the V5.2 Protocol
Switching Technology and have been certified to deploy its Access
Network products in telecommunication network by Ministry of Information
Industry, PRC.
OPNET R&D department is not only engaged in
the development of new products but also providing technical service
to customers. Our technicians help customers to solve their technical
problems. The R&D is also responsible for the training of the
salesmen to update their knowledge to the latest technology. The
experienced technicians are also visiting customers together with
salesmen, giving lectures on product information, applications and
related technology at customers' request. |

Production and Manufacturing |

The quality of the OPNET products has won wide acclaim
from the market. For many years, we hold the belief in producing the
highest quality products. We have also aggressively promoted total
quality management in the company. We have got the cooperation of
various departments and collecting various information and data, so
as to improve continuously the quality of the products. Our company
currently holds the IS09001 certificate and from research and development,
acquisition, production and manufacturing, testing has all been carried
out strictly according to ISO. The computer controls every process
and so every single product is guaranteed to be of high quality. |

| As for manufacturing equipment, the company
currently is using the Japanese Fujitec SMT high-speed production
line and through strict systems tests annual production totals can
reach one million units. |
